Crooked-stem agapantha?

I just snapped this on campus on the way back from the library. There were two agapantha's in the row that had these bizarre horn-like crooked stems. I've seen agapantha up and down CA but I have never seen this before? Some sort of deformity? Maybe caused during the bud phase by an insect?

  1. I believe this is called cresting cresting or fasciation. Summed up it means the stem of the plant starts to grow horizontally instead of vertically.
